The way I understand it, they (or the local flagship) simply won't give Sirius the rights to the broadcast. Hard to believe the NFL lets them get away with it, but there must be nothing the league can do about it.

Hell, even the Dallas Cowboys give them rights to play their games, and they have one of the Tightest-a$$ed managment groups in the NLF.

The local flagship station that is the head of the network is owned by Citadel Broadcasting. Not sure if they have some policy against it or not, but they might be to the ones to blame.

It was my understanding that the games belong to the NFL and the local flagship has no say in the matter.

Okay here's the deal: until recently, the local radio rights-holder also held satellite radio rights. As the NFL began renewing these deals with teams/stations, the NFL retained the satellite rights. When the NFL did the deal with Sirius, it already had the satellite rights to most teams and negotiated with the remaining stations that still held the satellite rights. The only station to hold out was the Nashville station that held the Tennessee rights. I don't know when their current deal expires, but when it does the NFL will take back the satellite rights and allow Sirius to broadcast the Titans games.
