If what happens here in Boston with our marathon each April is any indication, the organizers have not sold exclusive TV rights within the Boston area, but instead, allow any local TV station that wants to cover the race to do so.
Although the organizers of the New York Marathon sold exclusive national TV rights to NBC, WNBC-4 probably got non-exclusive rights to produce a local telecast. Perhaps no other New York TV station was interested in doing their own coverage. After all, I think WCBS-2 and WNYW-5 would have to pass since I believe the finish of the race would conflict with the first half-hour of their respective networks' NFL pregame shows.
Going back to the Macy's Parade, NBC may have gotten exclusive rights to have their anchor booth and main camera positions in front of Macy's, and on Macy's property. Other networks could set-up their own cameras and anchor booths at other locations along the route.
I wonder what would stop CBS (or ABC for that matter) from setting up their main camera positions and anchor booths next to and just to the south of Macy's, but not on Macy's property.
