I never listened to a Salem talk station... how do they monetize their ratings basement talk stations so well?

Per inquiry ads? Cheap spots with big inventory (15+ mins ads an hour)? Giving national clearance to their talk shows and selling the show nationally? Local small businesses wanting to prop up shows they agree with? Do they do brokered programming?
 
All of the above. Plus low cost operations.

And high TSL among their devoted listeners. Salem commands healthy rates for its core shows, like Dennis Prager, due to the strong relationship between those shows (hosts) and their sizeable audiences, including most of the nation's largest markets (LA, NYC, Phoenix, Seattle, and now SFO).
