That pirate translator of WSTW was at 107.7. I'm guessing it was an employee of that station, because who else would waste a pirate station to translate another station. When I emailed WSTW about it, they denied the existence of the pirate translator. 107.7 had a good signal, covering all of Mercer County when WRRC and WWPH were off the air.
I've gotten WSTW 10 miles from Manhattan on tropo, and it even came in well in Eastern Long Island that same opening. During normal conditions, I barely hear it in New Brunswick, but I hear it consistently just 25 miles southwest in West Windsor.
