I think you're either still missing his point or phrasing yours badly; the programs he wants wouldn't need to be "bought" or "bartered" at all because they would originate from the station itself. (A station producing something that isn't the local news? Gasp, shock, horror! What a concept! Somebody stop the presses!)

NO, I believe YOU may need a new calendar. 1960 (when locally produced live tv was all over the place) was 47 years ago.

Nowadays, The news department has commandeered the time and the people. NEWS is easier (and classier) to sell than Uncle Johnny Coons with puppets and cartoons. Also, Peoria, Glendive, and Grand Junction can look just like Chicago because of the "McDonaldization" of tv.

The tv bean counters and programmers would rather have a pre-produced program than the creativity and effort a local live show takes. Actually, "back then" a live show was CHEAPER than PAYING for a pre-produced program, but today, with the "barter" angle and paying a few "production" people, a syndicated show may be cheaper.

I hope I have made this clear enough for you.
