My apologies for the error.

I guess if you throw enough CASH at anybody (government or a member of the private sector) it's permissable to program practically anything these days?

Which goes back to my original thoughts concerning A PUNK COUNTRY FORMAT, A SPIRITS OF THE DEAD FORMAT (where on-air hosts communicate with a dead relative or an ex-wife)...or the always popular "Public Crucifix" show where a former employer (radio or otherwise) is dragged into the studio...stripped...flogged 39 times...and suspended from the ceiling for a period of 24 hours!

I did them too...a lot of them, since license terms back then were three years. The one thing that always had us holding our breaths was the calculation of "promise vs. performance." On each license renewal, you had to promise specific amounts of news and public affairs programming and PSAs. You also had to calculate how you did since the last license renewal. If the figures were reasonably close, they left you alone. If not, and performance was substantially less than what was promised, your renewal was allegedly in jeopardy. I say "allegedly" because even though the threat was there, in theory, I don't believe the FCC failed to renew a single station license for failing to perform up to what was promised three years in the past.

I do recall instances of organized groups with an agenda closely examining renewal applications and demanding hearings on renewals. They usually walked in with what amounted to a license application promising the Earth, Moon and Stars in the way of Public Affairs and Public Service programming. Some actually got "Comparative Hearings" and, I believe, in a few cases actually managed to get licenses away from the original holders. In the few instances, again from recall only, the stations being de-licensed refused to sell any real estate, towers, studios, etc. to the newbies (who were offering tiny prices for "unusable" stuff) which caused the effort to collapse. Banks would take look at the promises being made, quickly determine that there was no responsible business plan, and take a hike. Any historians out there who can be specific?
