The Frozen Rope, Kevin McAlpin. What's it supposed to mean?

Yes, I know what a frozen rope is in baseball, and I realize Mr. McAlpin is a baseball reporter (actually one of the best). But I'm not getting the connection.

Can anyone explain? :)
