These transmitters are buried in the ground and have a worst-case duty cycle of 0.016% (that's a 1-to-6250 on/off ratio, for those of you in Rio Linda). They are also not to be used in residential areas.

The interference potential to licensed services is somewhere around zero. This is a total non-story.
 
With the very limited experience we have with DTV reception, I'd rather wait a few years before we start adding stuff in the TV bands. It's hard to say what may or may not interfere in the real world.
