The latest on KBED Shreveport

The ball is rolling to get Mix back on the air, but there are still a lot of things that need to fall into place. Cumulus has proposed allotting 97.3 to Waskom TX, just across the border, and operating from downtown Shreveport. This comes after Charles Crawford and others withdrew applications for new stations in Texas and Louisiana that would have conflicted with the proposal. More details can be found in the proceedings in Docket 05-47 at the FCC website.

This is an interesting turn of events. I suggested the use of 97.3 back in February (before it became obvious that Cumulus made the right move by taking KBED off the air and moving KVMA from 107.9 to 102.9):

Where at on the FCC website did you locate this??

Re: The latest on KBED Shreveport (MORE INFO)

> Where at on the FCC website did you locate this??

It's accessible through the FM Query, frequency 97.3, location Waskom TX or
directly through this link: http://svartifoss2.fcc.gov/cgi-bin/...ws_mode=retrieve_list&submit=Retrieve+Documen
t+List&id_proceeding=05-47

Here's the rundown on the proposed changes that would get KBED back on the air on the new frequency, 97.3:

Natchitoches LA---move KDBH 97.3 to 97.5 and downgrade it from a Class C3 to A

Dubach (Ruston area)---downgrade KPCH 97.7 from a Class C1 to C2

Nacodoches TX---downgrade KTBQ 107.7 from a Class C2 to C3

Longview TX---move the long dormant 97.3 C2 allocation to 107.9 C2

Waskom TX---add 97.3 C2 as its first allocation

In addition Cumulus has proposed changing the license of KRMD 101.1 from Shreveport to Oil City to replace the 107.9 allocation there, which would be deleted. As stated earlier proposals for new allocations (Tennesee Colony and Center TX, Logansport LA) that had conflicted with these moves have been withdrawn. Cumulus and Access 1 are effectively now the only parties in the Docket 05-47 proceedings, and Cumulus has seemed to be countering Access 1's objections quite well so far.

Since the only frequency change of an existing station involves KDBH (it's a minor one) and most of the other proposals are downgrades, I'd suspect that the FCC will probably approve this. As to when it may happen, that's anyone's guess.

The other parties will have to consent to the downgrades; changes without consent require an equal or better signal. However, I suspect getting the other parties to approve a downgrade won't be much trouble, and the FCC won't put up much of a fight if that happens. It does seem like this could become a little expensive, though. Is moving a station into a market the size of Shreveport really worth all the money?

That's a good question. Apparently Cumulus thinks it's worth the trouble and expense, though, since they've been working on it since the interference issue arose. Not only will they have to pay for the moves or downgrades, they'll also have to reimburse the parties who had filed for the proposed rulemaking for new allocations as well. That doesn't amount to "paying them off" for withdrawing their petitions as such, but compensating them for their time and trouble in doing the filings with all the associated legal and technical expenses. That in itself represents a considerable chunk of change.

Cumulus had already dumped alot of money into the 107.9 frequency which can no longer be used. They aren't just gonna let this one go, they void for Mix in the market is huge. Last time I was in town KVKI was horrible! That is a heritage station CC has screwed up. The music is all over the place, the moring show talk waaaaay too much. Mix was a good station and was giving the CC boys fits, while making some good money for Cumulus. It's a smart move for Cumulus to get this stick & get Mix back on the air.

Melinda McKellar and John Sherman are still there...Melinda in sales and John in production. I believe Melinda's last co-host has gone to Tulsa.

Jason Taylor did take a job doing mornings in Tulsa. Mix PD Gary Robinson is also still hanging around, I hear him fill in on KRMD fairly often. John Sherman moved over to Supertalk as PD several years ago, and hasn't been on Mix in several years.

If the reallocation happens they'll have to find another frequency.
