The AM radio station will be broadcast on the 1650 kHz frequency with the call sign XECPCM-AM in Mexico City, a service that will allow the dissemination of parliamentary activity of the Chambers of the Congress of the Union and the Permanent Commission to all sectors of the citizenry.
In accordance with the request, the aim is to promote the Radio Congreso project, which began online on June 21, 2022. Therefore, AM radio broadcasts seek to get the audience more involved with the legislative agenda, to know their rights in order to fully exercise them, as well as to make legislative discussions and decisions more citizen-oriented through the creation of spaces where society, authorities and legislators participate jointly.
Article 28 of the Political Constitution of the United Mexican States establishes that concessions for public and social use will be non-profit and will be granted under the direct allocation mechanism in accordance with the provisions of the Federal Telecommunications and Broadcasting Law (LFTR), and under conditions that guarantee the transparency of the procedure.
Concessions for public use to use and take advantage of radio spectrum frequency bands are granted in accordance with article 76 of the LFTR, to the Powers of the Union, the States, the Government bodies of the Federal District, the Municipalities, the autonomous constitutional bodies and the public higher education institutions to provide telecommunications and broadcasting services for the fulfillment of their purposes and attributions, as is the particular case of the General Congress of the United Mexican States.
The request for a concession from Congress was made in accordance with the Annual Program for the Use and Exploitation of frequency bands 2024 and the requirements established in the General Guidelines for the granting of concessions referred to in Title Four of the LFTR.
During the presentation of the concession title held today in the Permanent Commission hall, in the Senate of the Republic, the Acting President Commissioner of the Federal Telecommunications Institute, Javier Juárez Mojica, said that we are facing a historic event for the Congress Channel, for the legislative power, as well as for the citizens and for the democratic life of the country. With this concession, the relationship between the legislative power and the people will be strengthened, Radio Congreso will be a beacon of information on legislative activity.
He commented that in almost 11 years of the IFT, more concessions have been granted than in the entire history of the country. He also stressed that the Federal Telecommunications Institute is here to benefit the people of Mexico and society, and therefore "we will continue working with commitment to fulfill our constitutional mandate with independence and high specialization," he concluded.
The president of the Mexican Senate's Board of Directors, Senator Ana Lilia Rivera Rivera, stated that the launch of this radio space marks a historic step in the consolidation of participatory democracy. The legislator highlighted that this new communication window reflects the commitment of Congress to build a better country, hand in hand with informed and empowered citizens.
For her part, the President of the Board of Directors of the Chamber of Deputies, Deputy Marcela Guerra Castillo, emphasized that since its creation, the Congress Channel and now Radio Congreso, has allowed for the expansion of the public space for conversation, for citizens to feel included in the debates, understand the legislative process and be a permanent Open Parliament.
On behalf of the Bicameral Commission, Senator Miguel Ángel Mancera Espinosa pointed out that during this legislature, technical and technological challenges were overcome in its design to take the Congressional Channel to new audiences. “Being in FM will allow this station to take a fundamental step in the rights of the audiences.”
The IFT reiterates its commitment to the efficient development of radio broadcasting for the benefit of the general population, since concessions such as this one contribute to informing, analyzing and discussing publicly and widely the situation of the problems of the national reality linked to the dissemination of democratic culture and national values
