This is New York City, not Moscow. Russian is a good format for HD2s and struggling AMs, not major market FMs (87.7 included).
That's not the way I look at it. This is New York City, not Indianapolis. New York is home to more Russian-speaking people than any other metro area in the country. I totally agree however that Russian programming does not belong on major market FMs, but would be a nice place for HD2s and smaller AMs as you mentioned.
What I don't understand is that New York presently has only 1 licensed station speaking in Russian, AM 620 WSNR 'Davidzon Radio'. For whatever reason, AM 540 WLIE 'City Radio' and AM 1380 WKDM 'People's Wave' were full time stations which stopped Russian-language programming. But I think there could be room for 2 more stations if the cost to lease is reasonable.

Good news. 'Gorod FM's stream is working for me.
