If Entercom put that kind of effort - and money - into WWKB in Buffalo, it would draw more than a .7 share here as well. The sticking point is "a serious local news dept.". What makes you think that Entercom would put any more resources into WWKB than they put into WROC?

KB's making money. The cost of moving is a LOT more than pocket change. The likelihood of taking on WHAM successfully is far from a sure thing. In other words, don't hold your breath.
 
Getting back to the Savage thing, you may have heard KOKC in Oklahoma City. They run Savage at night:

KB shoots very little of its signal to the west, to protect KOKC, which is a 50kw'er. This could account for some frequency fight.

Believe it or not, I've actually been able to DX both stations from here in Wisconsin. And I have heard KB and KOKC fight it out.

The folks on 740 do an amazing job with their station and readily acknowledge their eastern seaboard and midwestern audience. It's a testament to the ratings a station can receive when they actually do a good job programming it and seem to care about the format. This is, of course, a far cry from the automated/nobody's home stations that so predominate the low popularity stations in clusters.
