Wouldn't it be a great idea for at least 1 FM station per market to rebroadcast NOAA Weather Radio on HD3? Then they can sell HD radios as weather radios.
 
My Mercedes had a weather radio until I swapped the US market radio for a European market radio with a CD player.
 
It might work if there was some signaling for the programmable SAME alerts, but that's a lot of headache to replicate existing infrastructure. Plus, if car radios all had VHF tuners for weather radio the reception would be much less choppy than trying to decode an HD-3 on the move.

But I guess a plain' ol simulcast wouldn't be a total waste of space, and certainly it wouldn't eat up much bandwidth. Back in the analog TV days, the Fox affiliate in Birmingham carried NOAA weather radio on their SAP channel except during Spanish simulcasts.
 
An NOAA station would be considered competition to most commercial broadcasters. If listeners tune into the NOAA broadcast instead of listening to a local radio station's weather, then they are losing out on the listeners.

But if they really wanted to do it, they could launch it even as an HD4 station. Sound quality can be terrible because the real NOAA broadcasts are not known for the high quality computerized voice. I could see NPR doing this. However, keep in mind that they would likely have to pay additional money to broadcast an additional channel.
