KTVU in San Francisco aired Wendy Williams and their other syndicated shows instead of NASCAR this morning. They dumped the NASCAR Race onto a service called KTVU Plus.
"KTVU Plus" is not a "service" - it's the new branding for KICU TV 36 in San Jose. It's been a duopoly with KTVU for a few years now - started when Cox still owned the station. Both were sold to Fox, which rebranded KICU. KTVU frequently flips programming over to KICU. I'd speculate that they figured it was easier to give the regular Wendy Williams viewers a break, and switch the special Nascar programming over to the lesser station. I'd also guess that Nascar is not as big a draw in the Bay Area as it is in many other parts of the country.
