Oh! They must have lied to Victoria if this is true and produced false documents as well. That wouldn't be very nice.

So much for making sure the facility was constructed within the CP requirements, let alone whether it was built.
I'd imagine some consultants and lawyers just take the word of their clients without verification before filing things like 302 forms or renewals.
