i would assume this was somewhere after 2004 when Jack FM launched in Dallas at 100.3 and became popular so Walt Disney/ABC Radio (the owners at the time) decided to go full "Jack" with the Twister. i wonder if doing the pre-EAS Test intro in a comedic way is against the laws & rules when it comes to the EAS like when they banned singing the into to the EAS's predecessor the EBS.

I’m not sure, but I don’t think most stations even announce EAS tests any longer. I remember in the past hearing generic EAS intros or artists introducing EAS tests on some stations, but now I usually just hear the EAS test buried a stopset with no intro at all.

Unless the rules have been changed recently, the answer is no so long as those comedic introductions conform to all other rules.
I once worked for a station that occasionally gave prizes to callers when they heard the EAS tone. Another one where I worked aired the Mission Impossible Theme in the background of the EAS intro. I also worked at a station that sold the EAS alert. “This test of the Emergency Alert System is brought to you by A1 Security. We protect your home!”
