Time Shifting...

On the weekends, some of the Phoenix affiliates time shift
their programming. For example, KPHO, CBS 5 shows the
CBS Weekend Mornings live at 5am, MST. Why would they
want to show the news so early??? Why don't they do that
on the weekdays??? Do any affiliates, anywhere, run their
feeds live or delayed (depending on the time zone) on a
subchannel along with time appropriate programming from
that network??? Are affiliates prevented from running
network programming outside their own time zone??

This is just a BS theory, but could be that people in the Valley of Hades rise and shine early in the summer because mornings are the most tolerable part of the day. We don't get as hot here in the Colorado version of Hades Valley, but it follows a similar pattern.

Maybe they have more profitable programming to air in the 7AM slot and still need to clear the network programming, so they do it earlier?

I think the network requires (or strongly encourages) affiliates to show the weekend morning network news in the proper time slot (i.e. starting at 7am local time). The networks don't have such requirements on the weekend morning news.

Do the networks send the Phoenix stations a Mountain Time Zone feed (or Pacific time in the summer) or do the stations have to time-shift themselves?

They must timeshift themselves, as there isn't a Mountain feed, and during DST Arizona still runs a 7-10pm primetime which only one other Pacific Time CBS affiliate does (KOVR Sacramento, the last vestige of the early prime fad of the 90s).

If you watch CBS primetime on Sundays during the NFL season, you will see the "CBS Eye-lerts" that indicate modified start times for CBS shows after football, even though they do not apply. I'm used to that from years of The Amazing Race on Sundays.

Last I checked NBC and ABC do have a mountain time zone feed. Not sure about the other 2 of the "big 4"
My Network doesn't. They run the feed from 8-10 Eastern and Pacific
CW I **think** does. They use to years ago when I picked them up on free to air.
edit: CW Plus has 4 time zone feeds (but they are programmed 24 hours a day and are used by markets 100+). The CW Netwoirk programming may be 8-10 E/P like My Network is

KPHO-TV Phoenix (CBS) always starts their prime time delay a minute early, at 6:59:00 (5:59:00 on Sunday), year-round. So somewhere during the evening, they're adding a minute of extra local spots. Not sure if KOLD-TV Tucson also does this.
