Timer on COX's automation computer is a little off

I've been meaning to post this for a while. I've noticed while watching COX Cable that the timing on their automation computer is a little off. A commercial will start and go for up to 10 seconds and then it will cut-off and switch to a local commercial break - usually 2 30 second ads. Then the show comes back up to 10 seconds late. My mom and I both think this is annoying. Does COX have this problem in Rhode Island too?
 
It's not limited to Cox in CT. Down here in New Orleans, the local inserts are often mis-timed, and incredibly poorly like you've described.
