You got your answer, feces-breath, in the form of a link to ratings posted online for non-commercial stations. Yes, there's an Arbitron copyright notice. Nobody can use these Arbitron figures unless they pay for the privilege, commercial station and non-commercial station alike. Same rules for both sides of the band.
It's exactly what you were screaming for in your "change my diaper now" style of writing. You wanted to know what KEXP gets out of streaming to cellphones. They get more listeners. And yes, cellular listening and Internet listening are counted in the ratings.
Stations that subscribe are allowed to show these ratings to potential underwriters. Arbitron tells the rest of us we cannot, since we didn't pay to subscribe. You, for example, didn't pay for the privelege, so you can't quote them or show them, you can only look at them. And then, only the 12+ numbers, which are only marginally useful.
Any of use here can buy ourselves an in-depth look at these ratings if we want to come up with the scratch. We just can't go quoting them in public, or use them to compare one station with other stations. Same deal applies to everybody, in case you're not clear on how Arbitron regulates the use of their figures, which you obviously are not.
I have no doubt that KEXP subscribes to the non-commercial Arbitron numbers. Uncle Paul surely has helped them buy such an important fund-raising tool.
And by the way, that's not a Cheerio, pal. Right size, wrong shape. And if you keep hauling it out in front of strangers, somebody is going to arrest your scrawny ass.
