Why can't they flip 96.5 to CHR before CC takes over 106.1 and make CC take that stick some different direction? KUBE is as CHR as KIIS and Z100...

They saw an opportunity to do things cheaper.
Like I said, if there is room to do things cheaper, it will be done, but Jack is already done on the cheap.
