what does a Regional VP/Programming for radio do...and Market Manager as well

Specific duties and responsibilities would depend on the particular company, its organization structure, and particular job descriptions, but, in general, it's probably a safe guess that a "Regional VP/Programming" would oversee the program directors, and approve high level programming decisions in clusters and stations in a particular part of the country. And he, or she, would report to an executive higher up in the corporate structure. Again, depending on the organization, it could be a Senior VP of Programming, or it could be a VP of Operations, or it could be a COO or even CEO.

A "Market Manager" is most likely the same as a cluster manager, or the "General Manager" of all the stations in the market cluster in one metro area.

He, or she, is responsible for all the stations in that particular market, and oversees everything about them from sales, to community and client relations, to paying the electric bills and real estate taxes.
