When I fly I want to make sure when I am in Class A airspace I don't get taken out of the sky or off a runway by a 767 because some POS pirate is screwing up the airwaves. I don't care if it was Jesus Christ or Jesus from Mexico by way of Chelsea running the station. The Pirate thing is more than serving the community, it is following well established rules that keep everybody safe.
There no safety at Logan Airport . The Birth place of 9/11, Security Guards are still sleeping at there post , and the Air tower still has the old checker Board Equipment .

They later went "legal" and got a 1/2 wattage station on the AM instead, but do broadcast on the web. I do not know if they are even still around or not?

AB-Free ended in January '05 and, while we were "legal" at the outset, we eventually became, for all intents and purposes, a pirate station. And the webcast always had problems and was abandoned eventually. I had to start webcasting on my own in the middle of '03. I'd record my show at AB-Free and upload it.

We broadcasted at 50 watts at one point but I don't think it was that high when we went off the air. After it ended, my show became on-line only and that's where it's been ever since.

Incidentally, the transmitter blew up during my show. That was the final nail. It wasn't going to last any longer, anyway.
 
I came across an idea on a Part15 site that I thought was very interesting. If you wanted to set up a legal community radio station you could find a clean frequency and set up part 15 transmitters scattered throughout your town (if it is a small one!) all set and synched to the same frequency and signal. In affect you would then have a bunch of legal stations on the same frequency playing the same program.

Another thing you could do if your community has its own city owned power plant is to get with them and see if it is possible to run a carrier current system through thier power lines. Depending on thier transformers and how they are set-up this probably will not work. Just some food for thought....
 
That does sound like an interesting idea and it is legal.
And there are some Part 15-compliant stations that keep it legal and serve the community like
the one in Derry NH at 1700 kHz
