tower off I-80 near Northgate

What is the tower located off I-80 near Northgate used for ? The tower is on or close too N.Market Blvd opposite N. Freeway Blvd.

Who uses this tower,is it an FM station and / or general communications ? How high is it,it is painted.

ACT own's the 500' tower and the shorter one next to it, there are many cell phones ect.. a long with FM and LPTV stuff.

KSEG 96.9 is the 4 bay antenna at the top of that tower.
 
Been awhile since I was in the transmitter building, but the setup was 2 25KW transmitters into a combiner, fed to the 3 bay antenna. Most other 50KW FM's in this market use a single 25KW rig into a 5-bay.
