Maybe different rules apply for non-commercial stations and their translators? KTSN and Sun Radio rely on donations and are non-commercial, no? Several of the translators are in the non-commercial zone of the FM dial, 88 to 92 MHz.

Sun Radio is not a religious organization. It's about Texas-based music and Adult Album Alternative. But I know that religious non-commercial translators and rebroadcasters seem to be able to do whatever they want. Wanna be nowhere near your originating station? The FCC says that's fine. Don't want to have a local studio? Just pull the signal from a satellite and rebroadcast it, with only the legal I.D. once an hour? Go ahead! Not a single minute each week of local news or community information? Don't worry about it!
 
There is no local studio rule. Hasn't been for several years. Believe it or not, the religious stations, just like the state NPR networks are not breaking any rules. They're not getting away with anything. At my last station we ran a national feed at one time and carried a national public affairs show for our public affairs requirement. For us, local was the legal ID. Again, perfectly legal.

And that is the way radio is done in most countries of the world.
