Traffic on the nines

According to Milkman unlimited ( www.milkmanunlimited.com/tunedin.htm )
CHML 900 in Hamilton, along with sister stations Y108 and Country 95.3 as of January 30th will have much better traffic information. CHML is going ahead with traffic on the 9's modeling after sister station 640 Toronto in Toronto Canada.

My question: Did they actually do market research that suggest the 9's are the best time to go ahead with traffic info, or did they just toss it on because it is being done in Toronto on a sister station there?

How do they actually know that traffic on the 8's or some other minute isn't the way to go, based on what is already going on in a specific market?

It started at sister station 640 though...why isn't 640 on the 8's?
Excellent point though...and why isn't weather with it?
