Traffic Radio Stations (1610AM)

So I am driving around town and I notice these signs that say to tune to 1610 AM for traffic reports. Anytime I have put this frequency and others on all I get is static. Does ODOT ever bother to put anything on these frequencies?
 
Those 1610 transmitters are very low powered. You have to be practically on top of them to hear one..Makes me wonder about the transmitter on 870 khz..Used to have I-77 construction updates, etc..Is that still going?
