Translator 93.7 K229BJ situation?

OK, this is a little strange.
For those who don't know the story I'll start at the beginning. In July 2013 K229BJ was notified by the FCC that they must rebroadcast another station. They then went off the air, and have been off with an STA submitted... Until July 3rd of this year, when they returned simulcasting KBNL 89.9 in Laredo, TX. At the end of August, they went off the air and submitted another silent STA along with paperwork to transfer ownership to Organizacion ICC.
Well, Organizacion ICC bought KHBE 102.1 in Big Wells, TX recently and submitted FCC paperwork in September for KHBE to upgrade, and for K229BJ to rebroadcast it... Not sure how that would work though? KHBE is pretty far away from San Antonio and the signal will not reach.

Now though, K229BJ is apparently trying again to retransmit KBNL (although it isn't on the air as of now), and KHBE filed for a license to cover very recently.
Is KHBE's upgrade built and up that quickly?

Honestly, I'm just a little interested in what the outcome for 93-7 K229BJ is. I've been following it since it started.

Possibly related news, from RadioInsight:
"Mary Guthrie sells the CP for 94.1 K231CL McAllen, TX to Mega Media for $55,000. Mega will rebroadcast World Radio Network’s Christian 96.9 KVMV McAllen."

Same buyer as 93-7, anyway...

It's not being sold to Mega Media, LLC.
It's being sold to GLOBALMEDIA NETWORK, LLC.
They must have changed their name because that's what it now says on the application. I have no info as to what they will do with the translator when they buy it, but I still don't think it will be able to relay KBNL like the application says.
