Translators that repeat other translators/stations in same area

For many years now, 92.3 and 93.3 in Sumter, both translators of AM station WWHM 1290 have been classic R&B Old Skool. But why do 2 translators that cover the same area have the same exact feed? Keep in mind, there is no HD 1 signal to repeat as both of these translators are being fed off of WWHM. I have noticed Community Broadcasters who owns these stations have just signed on 107.5 in Florence, a translator that repeats WSIM Star 93.7.

This is not to be confused with an example that used to play out in Charleston. 102.1 The City used to also be on 92.1 But the difference was 92.1 covered the north end of the area around Summerville and North Charleston while 102.1 covered Charleston city proper.

As for Community Broadcasters (formerly Miller Communications), 93.3 and 92.3 cover exactly the same real estate.
 
Probably parked until another taker of one of the signals. To maintain the license it needs to be on air. Most likely the station doesn’t own the translator and an individual or other company does waiting for another broker to snag. Happens frequently.
