Translators vs LPFM

Seems like it would be a better use of available spectrum to replace most translators with LPFM. Nobody outside of the origninating stations local area usually give a darn about what is on most translators anyway. 1 stick = X listeners. 2 or 3 sticks doesn't necessarily mean 2 or 3 times the listeners. In most cases a translator just gives a few more people the opportunity, should they even care to, to sample a bad station.
