Wow, a 450 watt transmitter on eBay! Pretty serious power for a pirate. I'm sure someone can get an RF burn from touching the antenna with 450 watts. If it's designed as poorly as the seller's English, it'll spew spurs all over 70-190 mHz.

Heck, you can buy commercial transmitters from e-bay. Nowhere does anything say you need a license. FCC may have a differing view however........

I'd love to see a spectrum analyzer pic of that thing.
 
Ive seen a bunch of FM transmitters usually being sold from China that are likely outside part 15 requirements. Many of these cover international FM bands so they can broadcast anywhere from 76 to 108 mhz. Makes you wonder if pirates are using these below 88 mhz where they wouldn't get noticed since VHF-L is mostly empty after analog shut down.
 
If this rig were AM, it would make an HD AM signal look clean. On FM, count the harmonics and the spread spectrum. Gentlemen, Start Your Spectrum Analyzer. Time to hunt the Fox.

There was a powerful pirate station with 5000 watts on 87.7 in Boston.

I seriously doubt it, as there probably aren't more than 5 listeners with a receiver to tune that band. At least not around North America anyway.
