Troy City Radio

Fall River's pirate on 89.1 is silent but a new one on 103.1 has started up, selling commercials too. It's called "Troy City Radio" & I am unsure of the format other than a few dance songs & spots.
 
The format is all over the place. From CHR to Classic Hits. Its unusual. They are selling ads on the air as well.
The commercials come in loud, then a guy comes in all distorted saying "troy city radio" then you hear the music playing low.

The transmitter is south of I 195 on the hill and the signal carries well into Providence, until that annoying East Providence pirate signs on.
 
Currently (September 25th, 2012), Troy City Radio's website mentions nothing about an over-the-air signal; just that they stream on the Internet.
