Trump National Address from a TV perspective

I thought it was bad teleprompting. He never looked straight into the camera. Always a bit off center. Too bad a TV star couldn't get this right. Atleast it was relatively short and concise, coming in at just under 12 minutes.
 
I thought it was supposed to be 8 minutes. Then again, who was running the clock?

Typically these things are done by the White House. They control the teleprompter, and they usually do a rehearsal at some point.

Then they hand off to the press pool.
