Last night I happened to be on-line and logged on to the USGS site at the time the quake hit. When I got the preliminary 7.4 magnitude I went to EDIS (California Emergency Information) and the tsunami warning had just been posted. I was printing out the bulletin when my wife called out that it was being splashed over every TV channel on our cable system (we live in a beach community).
I hae heard complaints on the radio side about EAS but at least on the TV side I can't complain about the speed at which the bulletin was diseminated. I estimate the time was about 30 seconds from posting on EDIS to warning over the air.
