TUNE TO 89.9

That's a sign I saw on a front lawn (decorated for Halloween) on Massasoit Avenue in EP not far from the street that led to the old HJY, WHJJ, WSNE building. Just "Tune to 89.9" amidst a lawn full of gravestones & other decorations. I didn't hear anything on that frequency & assume it's a pirate. Anyone know anything about it?
 
That's just part 15 stuff, you see it a lot around Halloween and Christmas. It's the same as those "talking realtor" signs and whatnot.
