A lot of consumers do that...

However, experience in countries that already implemented loudness regulation in TV, shows that since the commercials no longer "jump" at you with how loud they are, they are no longer irritating and viewers don't feel the need to mute them.

That is provided they are not irritated by the content itself ;)

I really have to wonder if this is Congress' way of becoming more like a HOA.

(Those places where every home must look exactly alike, and every mailbox must be white. Every window must have beige curtains, and all cars must be parked inside the garage after 8:08 PM.)
 
I am happy with the results so far. Everything is much more level and the audio quality on two of my local channels is much better. It was overdriven previously.
