In the case of the 'States, I suspect one two-week issue will be around Christmastime, and the other around July 4th.
Many companies here in the 'States (other than retailers, restaurants, tourist spots, public health, public safety, and related industries) close up for the entire week between Christmas and New Year's Day, and for the entire week of July 4th.
If the Canadian TV Guide skips an issue next Summer, it likely will be around the week of Canada Day/Dominion Day, July 1st.
But there aren't very many pages of program listings in TV Guide anymore, at least in the U.S. of A. Sadly, they can get away with skipping an issue over Christmastime and again around July 4th.
I would be very surprised if the U.S. version of TV Guide is still around one year from now. Instead of doing the things that could have brought the magazine back to it's "glory days" (and could have again made it successful), they've done all the wrong things. As a result, TV Guide (here in the 'States) will probably cease to exist sometime during 2006, probably after putting out what would be it's final Fall Preview issue next September.
