TV Ontario requests Can Con decrease

Aparantly, TV Ontario would like to decrease their Can Con by five percent, and ofcorse, this will all be subject to CRTC approval.

If approved, their can con will drop from their current level of 65 percent, to a lower level of only 60%. My wildest guess is that they are trying to make room for more Brittish programming, like (more) teletubbies for the kids, and (more) British Mysteries for the adult viewers.

Does TV Ontario run on-air pledge drives, like most PBS stations here in the 'States?

If they do, their request for a reduction of Canadian content in their broadcast schedule could clear the way for them to pick-up a number of mass-appeal PBS pledge specials (i.e. "Doo-Wop 50", Joseph Campbell, etc.) to run during their own pledge drives.

If they do that, why can't they rename themselves "PBS Ontario", as that's what TVO would pracically be.
