TV stations off the air

Around 4:30 PM, channels 3, 48 and 61 were off the air. I wonder what's up?
 
48's back on with regular programming, but 3 and 61 are dead carriers.
 
This is an old radio joke, but it would also work on TV...

Caller: Are you off the air?
Station: Yes we are.
Caller: Well, why don't you make an announcement?


At 7:40pm, (Cox) cable 3 (ch. 3) and cable 6 (ch. 61)
had bars up, no tone. Same thing at 8:00.
