I'd make the same argument for weather break-ins, why can't they hit pause on the network feed, tell me a tornado is 100 miles away, then go back to the show without missing anything?
Is my DVR more advanced than the WALB master control room?

Your comment reminds me that this is exactly what my GM told me to do on an occasion when we needed to break into a previously recorded religious program one evening. Hit pause just before the musical interlude, make the announcement with appropriate apologies for the interruption, and then pick up where the program stopped. All that was lost was a PSA at the top of the hour break, and no one complained, least of all, the boss.

Your DVR has a human in charge who has the authority to take a snap decision; the guy at WALB might not have been given any at all. No one who knows is talking in hopes that it all just goes away.
