two recent app questions

Ok I really don't understand these 2 apps that Lance Venta pointed out in his recent roundup.
1. What's going on in Boizee? I don't understand why two stations are swapping facilities if they both have CPs for the same power level and they're already operating from a shared facility. What's the point of moving one facility to a frequency with the same power and haat as another facility?
2. Next we go to Pueblo CO, where 106.9 is upgrading from a C2 to a C1. My question is though, why are they making such changes to their facility? I can understand a class A to a C1, going from 6 kw at 64 meters to 100 kw at 64 meters from the same site, all they have to do is put in a new transmitter and maybe do some work on the antenna system, not sure about that though. They would need a new transmitter at the very least. Instead, this station is applying to change from 27.5 kw at 203 meters to 100 kw at 73 meters. I don't understand this one, why upgrade to a C1 without increasing coverage? What's wrong with putting a 100 kw setup at the current site with 203 meters?
 
If the C2 is moving to a different site to change class, it may be because the C1 facility would not fit at the old site. As a C1, the minimum separation tables at 73.207 require the site to be farther away from co and adjacent channel stations than as a C2.

The new site --though lower--may also cover more of the market they are trying to reach
 
And there are people who come to the end of a tower lease agreement and the smart money is to move elsewhere... even if it degrades signal a bit.
 
Yes, just moved one of my FM's 350 feet...not quite at the end of the lease yet, but the tower I was renting space on is increasingly looking to reach the end of its life. (Loose guy wires, one guy anchor being washed out, about a 5 degree lean to the tower.

99.1 KINF Mountain Home is really hemmed in tight by adjacent frequencies, can't move closer to Boise.
100.7 KPDA Gooding isn't hemmed in but can't move closer to Boise without failing to cover their city of license.
Simple fix? Swap facilities. Now 100.7 can move closer to Boise and still cover the c.o.l. Mtn Home.
A move in their frequency (and moving others) is possible?

Hmm. Wouldn't 100.7 have to deal with the shortspacing to the Boisey towers as well due to KQXR on 100.3? I'm not sure what Lance meant by swapping facilities, I would think that the facility ID number and allotment would move to each other's COL, but with no other changes to either facility, it doesn't make sense. If it's simply a COL swap, that makes some sense because of what you pointed out. Also, is KSAS
