U.S. talent in Canada

In the 70's I was told it was very difficult for broadcasters in Canada to hire air talent from the U.S. Is that still the case?
 
You know what? Z101 in Niagara falls Canada has staff that came from the States.

Many who used to work for Buffalo NY's Kiss 98five.
This also includs the program director himself. (who respectfully hired some of the talent that aslo came from Kiss...)

Therefore, I can only guess things have changed...
