It is interesting to see how Canadian cable TV networks are almost to stay on focus rather than U.S. cable TV networks who can willynilly change formats in the name of forcing cable operators to truly offer programming diversity. Cable TV networks in the U.S. truly offered diverse programming until the media conglomerates were able to take them over and essentially kill the competition for their traditional over-the-air networks.
The CRTC in Canada seems to have a licensing process for new networks. If they change formats or direction, they must file paperwork with the CRTC to have their license renewed.
