Ulster/Dutchess Population #'s

According to Arbitron (maximizer report) the population of Ulster Co. is way down and Dutchess Co. is off as well. Women 25-54 dropped by close to 30,000. Anyone have any thoughts on how this is possible? Does this effect ratings?

I haven't seen that. Are they projecting that many 25-54's have moved out of the demo?
Arbitron uses census populations...so it shouldnt vary from book to book.
