Univision and the $1 million dollar "voluntary contribution"

Univsion has agreed to pay Uncle Sam a million dollars to settle allegations over pay for play. The company will make the payment without a declaration of guilty and at the same time has been deemed a "fit licensee." I'm curious what David Eduardo has to say about this, being a programmer with the company.
