Univision Austin's repeater goes HD

KTFO-CA on channel 31 just upgraded. It's still analog on 31, but now also digital on RF 36 showing up as 31.1 & 2. It's carrying Telefutura in 480i on .1 and Univision in 1080i on .2
 
I'm looking at it here at Steck & MoPac. The .2 looks great. But the TeleFutura signal is some of the worst digital TV I've ever seen. It's like the video is actually out of focus.

Is the station on a fulltime schedule? A family member who lives near Northwest Park couldn't see anything on RF 36 during a Sunday afternoon check.
