Univision protests "pirate" station

This kind of thing doesn't happen often. The FCC granted the application for a license to cover operation of a new translator out west in Simonton on 106.5. Now they've rescinded that, because of a petition to deny filed by Univision. The complaint used the words "Pirate operation" and alleged that the translator caused interference to KOVE 106.5: http://fjallfoss.fcc.gov/cgi-bin/ws...ation_id=1209513&File_number=BLFT-20071003AAL

The translator applicant is Primera Iglesia Evangelica De Apostoles y Profetas, with a Dallas address. Now granted it's a tight squeeze, but it works, on paper at least: http://fjallfoss.fcc.gov/prod/cdbs/forms/prod/getattachment_exh.cgi?exhibit_id=114843

As I read this, the "pirate" part of it deals with the translator rebroadcasting the KOVE signal; that's the station listed in the application to construct the translator. So here's the obvious question: did they get permission to do that or not? Anyone have details?
