Why is Univision not encoding KLNV and KLQV for the PPM?

I know they aren't buying Arbitron, by they have encoded for L.A. and San Francisco, so what is their logic for not doing so in San Diego?
 
Does the Media Ratings Council give accreditation for each market?

If so does that mean they have for L.A. and San Francisco, but not for San Diego?

Each market, as well as overall methodology are... or are not... accredited. Univision is subscribed only in Houston, which is accredited, and in the diary markets. It does not encode in any market rolled out this year, per the article in the Taylor Report this week.
