I heard something on 97.3 at the 7:00pm hour. On 97.3, there was this announcer speaking Spanish along with a clock ticking.

Does anyone know what station this is?

"announcer speaking Spanish along with a clock ticking" - unmistakably Radio Reloj from Cuba - was there a morse code signal at the top of every minute also?
 
It WAS Radio Reloj. They air 24/7 news in Spanish from Cuba. The ticking also WAS Radio Reloj. Not sure of transmitter, however.
