Unknown station on 102.9/Possible tropo or e-skip?

I was driving home from work tonight from NAS Whidbey Island in Oak Harbor and noticed that KNBQ 102.9 wasn't coming in as clearly as it normally does at night up here. I listened for a while, then it started to completely fade out and another station started to come in (this was about 11:50pm tonight 7/25) playing Procol Harum, Whiter Shade Of Pale... I tried to find what station on 102.9 it could have been, but the nearest I could find was KLOI-LP out of Lopez Island. Anyway, it was only on for about a minute, then KNBQ started to come back. I'm wondering if this was KLOI-LP or some possible tropo/e-skip? ??? The same thing happened on Monday morning... same place... this time on 103.7. Some rap station was mixing in with KMTT . The nearest station that plays rap that I could find on 103.7 was CFVR out of Fort McMurray, Alberta, and KCDD out of Abilene, TX, or possibly even KSCF out of San Diego which would have all been great catches!! I just wish I could have picked up an ID... :'( :-\ I also was wondering why KMCQ is strongest on 104.6? If you tune to 104.5 it's nothing but interference & hash... same with 104.7, but 104.6 it's clear. Too much interference with KAFE 104.3 maybe?? Just wondering...
 
The only rockers on 102.9 that I can find listed from the Northwest are KVAB (Classic Rock 102.9) from Clarkston,WA with 440 watts or CHDR (The Drive) from Cranbrook,BC with 1,600 watts. KSJJ in Redmond,OR is 100,000 watts, but they are Country and highly unlikely to play Procol Harum. The program grid on KLOI's website shows them airing World Music until 8PM Saturday nights, then they apparently sign off.
 
You probably got some type of DX. The rap might be an iPod transmitter, or E-skip. 102.9 is a big mystery.

If you heard Australia's Triple J Radio on 102.9, it was probably me working somewhere in Skagit County with my little FM transmitter and my laptop.........
 
May have been a DX reflection from the Space Station moving through. Anyone else spot it last night? I saw it moving from the NNW to SE until it went over the horizon. I scanned the dial a bit late with no unusual DX on the 88 to 108. This was around 10:20PM
