Upgrade?

I stumbled across a station, WKVL, in my random searches, and it seems like it could be a formidable competitor to the WGOW duo, but for its night signal. More specifically, lack thereof. I presume it's KOA keeping them a daytimer, and if so, what opportunity might exist for authority to run even a couple watts at night?
 
WNOX is one of the strongest FMs in East Tennessee, so much so that it sometimes gets into Chattanooga. But since Citadel owns them and the GOs, they really don't want them to compete.
